Delete it immediately. This is an e-mail scam sent out
by spammers that redirects you to a fake eBay site where you fill out a
form that asks for account info. If you fill out the form
your account information will be taken and you will have been a victim of
identity theft.
eBay never charges to have a basic account with their service
and would not likely charge a $350 reinstatement fee if your account was ever
disabled.
